Applicants must provide valid language test results from a designated institution, showing proficiency corresponding to the NOC TEER category of their job offer:
- TEER 0 or 1: Canadian Language Benchmark (CLB) level 6 or above.

- TEER 4 or 5: CLB level 4 or above.
Language test results are valid for two years from the date of the test.
Educational Qualifications
Applicants must meet specific educational requirements:
- Minimum of a secondary school diploma or a higher-level credential.
- If the credentials are Canadian, applicants must submit a copy of the credential.
- If the credentials are foreign, applicants must provide both a copy of the credential and an Educational Credential Assessment (ECA) report that is less than five years old at the time of application.
Proof of Funds
Applicants must demonstrate sufficient funds to support themselves and their family members for one year. The funds must meet or exceed the low-income threshold for rural areas outside major cities, as published annually by Statistics Canada. This requirement is waived for applicants already working in Canada.
Intent to Reside
Applicants must demonstrate a genuine intention to live in the designated community. This can be shown through:
- A valid certificate of recommendation from an economic development organization.
- The certificate must be valid for six months from the date of issue.
