North Bay—a city in Northern Ontario, Canada—has released its list of priority job sectors and occupations for the Rural Community Immigration Pilot (RCIP). This program helps foreign workers become permanent residents of Canada if they get a job offer from an approved local employer.
What is RCIP?
The Rural Community Immigration Pilot is a special immigration program meant for smaller towns and rural areas in Canada. It helps local businesses hire skilled workers from abroad when they can’t find enough workers locally.
If you’re a foreign worker and get a valid job offer from a company that has been approved by the community, you may be able to apply for Canadian permanent residence through RCIP.
Which Areas Does North Bay Cover?
The North Bay RCIP includes the city of North Bay and nearby regions such as:
- Nipissing District
- Parry Sound District
- Town of Latchford
These areas are part of Northern Ontario and are actively welcoming foreign workers through this immigration program.
What Are the Priority Sectors in North Bay?
North Bay has chosen five job sectors to focus on under RCIP. These are the areas where employers are most likely to be approved to hire foreign workers:
- Business, Finance, and Administration
- Health
- Education, Social Services, and Government
- Sales and Service
- Trades and Transport
If you’re looking for a job in one of these sectors, your chances of being eligible through RCIP are much higher.

Why Are These Jobs and Sectors Important?
In RCIP, you need a job offer to be eligible. But not just any job—it must come from an approved employer in a priority sector. Also, the job must match an approved occupation (NOC code).
This means:
- Only certain employers are allowed to hire foreign workers through RCIP.
- Those employers must be in one of the priority sectors.
- The job offer you receive must match one of the approved occupations.
If you meet these conditions, you can apply for permanent residence under this pilot program.
Who Can Apply Under RCIP?
To apply for permanent residency through the North Bay RCIP, you need to:
- Have at least one year of work experience (1,560 hours) in the past 3 years in a related field.
- OR qualify under the international graduate exemption if you studied in Canada.
- Meet the minimum language requirements (based on your job’s NOC level).
- Have completed a Canadian diploma or degree (or equivalent foreign credential).
- Show you have enough money to settle in North Bay with your family.
Other Communities Participating
North Bay is one of 14 communities taking part in the RCIP. Other places like Timmins, Brandon, Sault Ste. Marie, Thunder Bay, and North Okanagan-Shuswap have also announced their sectors.
Each community can choose its own focus based on local job shortages.

1. Can I apply to RCIP without a job offer?
No. The RCIP is job-offer based. You must first get a job offer from a designated employer in North Bay to be eligible.
2. What is a “designated employer”?
It’s a local business that has been approved by North Bay’s economic development office to hire foreign workers under RCIP.
3. What if my job isn’t on the priority list?
Only jobs that match the approved NOC codes can be used for an RCIP application. If your job isn’t listed, you’ll need to wait for updates or explore other immigration options like Express Entry or Provincial Nominee Programs (PNPs).
4. How do I know if I qualify?
At Ask Kubeir, we can assess your work history, education, and job title to see if you qualify under RCIP or any other immigration stream.
5. Do I need to be in Canada to apply?
No. You can apply from outside Canada as long as you get a valid job offer from a designated employer in the North Bay RCIP region.
