Yukon has officially revealed how it will use its limited 215 permanent residence (PR) nominations for 2025 under the Yukon Nominee Program (YNP). Due to a 50% reduction in the number of nominations granted by the federal government this year, Yukon has introduced several changes in how it selects candidates for PR.
Here’s how Yukon will use its 215 nomination slots in 2025:
Category | Number of nominations |
---|---|
Invitations to apply being sent in 2025 | 152 |
Carryover applications from 2024 that align with priorities | 55 |
Remaining available slots reserved for regulated healthcare positions | 8 |
Total allocation from IRCC for 2025 | 215 |
What is changing in Yukon’s immigration process?
With more demand from employers than the number of nominations available, Yukon has shifted to an Expression of Interest (EOI) system. In this new process, employers submit an EOI for a foreign worker they wish to nominate. The Yukon government then sends Invitations to Apply (ITAs) to the most suitable or highest-priority candidates.
Before 2025, employers could apply directly to the Yukon Nominee Program without needing an invitation. However, due to the drop in nomination slots, Yukon had to stop this direct process and instead moved to the EOI system starting March 31, 2025.
Has Yukon already sent invitations for 2025?
Yes, Yukon has already begun sending invitations to apply for PR in 2025. However, if someone has not yet received an invitation, they might still get one later in the year depending on how many applications get approved.
It’s important to note that Yukon received more EOIs than the total number of available nomination spots, so the territory does not expect to open another intake period in 2025. This means that new EOIs are unlikely to be accepted again this year. Employers who missed this round may need to wait until 2026.
Who is Yukon prioritizing for PR nominations in 2025?
Yukon has made it clear that priority will go to applicants who received temporary support letters earlier this year. These letters were issued to foreign workers already living in Yukon, whose employers committed to nominating them for PR in 2025 or 2026.
Once those with temporary letters are considered, any remaining nomination spots will be filled through a random draw. But only certain types of applicants qualify for this draw. These include:
- Foreign nationals who hold temporary support letters
- Workers who have lived and worked in Yukon for at least one year
- Graduates of Yukon University
- French-speaking individuals
What were the temporary support letters about?
On March 14, 2025, Yukon introduced a special measure to help foreign workers whose work permits were set to expire this year. These workers could apply for a territorial support letter, which would allow them to get a Yukon-specific work permit for up to two years.
To be eligible for this, the foreign worker’s employer needed to confirm that they would support the worker’s PR nomination in either 2025 or 2026. Other conditions also had to be met.
The application period for these support letters was open from March 19 to April 2, 2025.

1. What is an EOI system?
An Expression of Interest (EOI) is a way for employers to show that they want to hire a foreign worker and help them apply for PR. The government then chooses from these EOIs and sends out invitations to apply.
2. I didn’t get an invitation. Can I still apply this year?
Probably not. Yukon already received more applications than the number of available spots, and they do not expect to open another intake in 2025.
3. Who is more likely to be selected this year?
Yukon is giving priority to those who:
- Got a temporary support letter earlier this year
- Have lived and worked in Yukon for at least one year
- Graduated from Yukon University
- Speak French
4. What happens if I miss this year?
You may have to wait until 2026, when Yukon will likely open another EOI intake round.
5. What is a temporary support letter?
It’s a document from the Yukon government that lets a foreign worker extend their stay and get a work permit while waiting for PR nomination. But the employer must agree to support their PR application.
