
Ontario has restarted its immigration selections after a break of two months. On December 10, the province issued 1,133 Invitations to Apply (ITAs) for provincial nomination across five different draws. These invitations were issued under three job-offer pathways of the Ontario Immigrant Nominee Program (OINP). The draws included opportunities for foreign workers, international students, and individuals working in key in-demand roles.
These selections focused mainly on candidates already living in Canada with an active profile in Ontario’s Expression of Interest (EOI) system. Many of the invitations went to early childhood educators, healthcare professionals, and candidates who fit into the province’s REDI pilot, which aims to support smaller communities where more workers are needed. The REDI draw specifically targeted the Census Divisions of Lanark, Leeds, and Grenville.
Employer Job Offer: Foreign Worker Stream
This stream is for people with a job offer in a skilled occupation in Ontario. It covers roles classified under TEER categories 0, 1, 2, or 3. For these draws, Ontario targeted two groups: REDI candidates and those in healthcare and early childhood education.
Both draws considered EOI profiles created between July 2 and December 9, 2025.

This pathway is for recent graduates from eligible Canadian institutions who have a valid job offer in a skilled occupation. No previous work experience is required, and candidates can apply from inside or outside Canada. These draws also targeted REDI candidates and healthcare/childcare occupations. Profiles created between July 2 and December 10, 2025, were considered.

This stream supports workers who have job offers in essential but often hard-to-fill occupations. These roles are usually in agriculture, construction, manufacturing, or personal support work. The draw considered profiles created between July 2 and December 9, 2025.

Potential Upcoming Changes to OINP
Ontario is currently discussing a major update to how provincial nominees will be selected in the future. Although nothing is confirmed yet, the proposed changes include:
Phase One: Combining all three Employer Job Offer Streams into a single, unified stream.
Phase Two: Removing all existing streams and introducing three new streams: a priority healthcare stream, an entrepreneur stream, and an exceptional talent stream.
Since these changes could significantly impact future applicants, it is important for potential candidates to stay updated as discussions continue.

Why did Ontario hold five draws on the same day?
Ontario had not issued invitations for two months, so the province conducted multiple draws at once to catch up and address labour shortages across several sectors.
Do I need to be living in Canada to receive an invitation?
For these specific draws, Ontario targeted people already living in Canada. However, some streams normally allow applications from outside Canada as long as the job offer meets program requirements.
What is the REDI pilot?
REDI, or Regional Economic Development through Immigration, helps smaller communities bring in workers for local jobs. If you have a job offer in one of these communities, your chances of receiving an invitation may increase.
Are healthcare and childcare occupations being prioritized?
Yes. Ontario continues to focus on healthcare roles, nurses, and early childhood educators due to ongoing shortages.
Will the proposed OINP changes affect current applicants?
Right now, the changes are only proposals. Nothing has been approved or given a start date. Current applicants continue under the existing system.
