Good news for home care workers! The Canadian government has announced new pathways to Permanent Residence (PR) for foreign home care workers. These new programs will make it easier to move to Canada and build a future here.
The Home Care Worker Immigration Pilots (HCWP) are two special programs that will allow eligible workers to get a job in Canada and apply for PR at the same time. These programs will officially start on March 31, 2025.
Let’s break it down in simple terms so you can understand what this means for you.
Who Can Apply?
There are two ways to apply under the HCWP:
- Workers in Canada Stream – For people already in Canada who are working or have experience in home care.
- Applicants Not Working in Canada Stream – For people outside Canada who want to work in home care. (Applications for this stream will open later in 2025.)
Important Note: In March 2025, only the Workers in Canada Stream will accept applications. The second stream will open later.
Eligibility Requirements
To qualify for this program, you need to meet the following conditions:
1. Work Experience
- You must have at least six months of recent, relevant experience as a home care worker, OR
- You must have completed a six-month training program related to home care.
2. Language Skills
- You must score CLB 4 or higher in English or French (a basic level of proficiency).
3. Job Offer
- You need a job offer from either:
- A private household (a family hiring you to provide home care), OR
- A recognized organization that directly hires home care workers (like a home health care service or personal care service provider).
- Job offers from recruitment or placement agencies will NOT be accepted.
- The job offer does NOT require an LMIA (Labour Market Impact Assessment).
4. Education
- You must have at least a high school diploma (secondary school certificate).
- If you studied outside Canada, you need an Educational Credential Assessment (ECA) to verify your education.
Special Considerations
For Out-of-Status Workers in Canada
If you are already in Canada and your immigration status has expired, you may still qualify under a special public policy. However, spots for out-of-status applicants are limited.
For Previous Home Care Pilot Applicants
- If you applied under the old Home Child Care Provider or Home Support Worker Pilots before June 2024, you may still be eligible.
- If you applied under the “Gaining Experience” category and have now completed your required work experience, you can submit proof to IRCC to continue your PR application.
How to Prepare?
If you plan to apply, here’s what you should do before March 31, 2025: ✔ Take an approved language test (such as IELTS or CELPIP for English, or TEF for French). ✔ Get your education credentials assessed (ECA) if you studied outside Canada. ✔ Start looking for eligible job offers from private households or approved organizations. ✔ Keep checking the IRCC website for any updates!
