Manitoba continues to welcome skilled international workers! On April 3, the Manitoba Provincial Nominee Program (MPNP) held a new draw under its Skilled Worker Overseas stream.
This draw was not open to everyone — it was a special invitation-only draw for candidates chosen through strategic recruitment initiatives by the province.

- 📨 Total invitations issued: 4 Letters of Advice to Apply (LAAs)
- 📉 Lowest score invited: 721
- ❌ Express Entry profile required? No
- 👔 Job offer required? Yes — a full-time, long-term job offer is mandatory
What Are Strategic Recruitment Initiatives?
These are special programs where Manitoba employers directly help the province invite foreign workers to fill job shortages.
Basically, if a Manitoba company can’t find a local worker for a job, they can team up with the province to recruit international talent.
How It Works:
- An employer applies to be part of the recruitment initiative.
- Once approved, they refer skilled workers from outside Canada to the MPNP.
- The province reviews the candidate’s profile and sends an invitation to apply if they meet all criteria.
Who Can Be Invited Through These Initiatives?
To be eligible, you must meet the following:
✅ Age: 21 to 45 years old
✅ Education: Finished post-secondary education (college or university), unless the job allows on-the-job training
✅ Work Experience: At least 2 years of full-time work in the last 5 years
✅ Language Skills:
- For skilled jobs (TEER 0–3): CLB level 5 or higher
- For lower-skilled jobs (TEER 4–5): Minimum CLB 4
✅ Job Offer: Must have a full-time, long-term offer from a Manitoba employer
✅ Intent to Settle: You should clearly show you want to live in Manitoba (especially outside Winnipeg)
🚫 Important Note: If you have strong connections to other provinces, your application might be rejected as a “retention risk.” Manitoba wants people who genuinely plan to stay there.
Understanding TEER Levels in Simple Words
The TEER system is how Canada groups jobs based on skill levels:
- TEER 0: High-level managers
- TEER 1: Jobs needing a university degree (e.g., doctors, engineers)
- TEER 2 & 3: Jobs needing college, apprenticeship, or training
- TEER 4 & 5: Jobs with minimal training or high school education
Your TEER level affects your required language score and eligibility.
Why Is Manitoba Doing This?
Manitoba has labour shortages in specific sectors. These draws help:
- Employers fill urgent job roles
- Skilled workers get a fast-track pathway to PR
- Strengthen the province’s economy and communities

📌 What is a “Letter of Advice to Apply (LAA)?”
It’s an official invitation from Manitoba to apply for a provincial nomination. Think of it as your golden ticket to the PR process!
📌 Do I need to be in the Express Entry system to get invited?
Not always. In this draw, none of the invited candidates were in Express Entry. This shows that Manitoba also selects candidates outside of that system.
📌 Can I apply if I don’t have a job offer?
Not under this draw. For strategic recruitment, a job offer is mandatory. But Manitoba has other streams where a job offer may not be needed.
📌 What are my chances if I want to live in Winnipeg?
Manitoba gives preference to people planning to live outside Winnipeg. If your plan is to stay in rural or smaller towns, that’s a big advantage.
