Who Was Invited in This Draw?
PEI invited people already living and working in the province. These included:
- Workers in priority jobs (like healthcare, trades, and manufacturing)
- International graduates from these local schools:
- University of Prince Edward Island (UPEI)
- Holland College
- Collège de l’Île
If you’ve been working in PEI for at least 1 year, your chances of getting invited were higher.
Which Immigration Pathways Were Used?
PEI issued invitations through two main programs:
- Labour Impact Category
- PEI Express Entry
About the Labour Impact Category
This category is for people who have a job offer in PEI and can contribute to the province’s economy. There are three streams under this:
- Skilled Worker Stream
- Critical Worker Stream
- International Graduate Stream
Basic Requirements:
- Age between 21 and 59
- Full-time, permanent job offer or a 2-year contract from a PEI employer
- Enough money to support yourself and your family
- English or French language skills (at least CLB level 4)
Each of the three streams may have more specific requirements depending on your background.
About the PEI Express Entry Stream
To be selected in this stream:
- You need an active Express Entry profile with the Government of Canada (IRCC).
- You must qualify under one of these federal programs:
- Canadian Experience Class (CEC)
- Federal Skilled Worker Program (FSWP)
- Federal Skilled Trades Program (FSTP)
Special Rules for PGWP or Spousal Open Work Permit Holders:
If your work permit comes from studying outside PEI, or from your spouse’s studies at a non-PEI school, then:
- You need 9 months of continuous work experience in PEI
- You need at least 4 months left on your work permit when applying
How to Apply
If you meet the requirements, you (or your immigration consultant) can create a profile in PEI’s Expression of Interest (EOI) system.

- Your EOI profile is valid for only 6 months
- You can have only one active profile at a time

Yes, for most categories under PEI PNP, you need a full-time job offer from an eligible employer in PEI.

Yes, but if you’re on a Post-Graduation Work Permit (PGWP), you need at least 9 months of work experience in PEI before applying.
3. What does CLB 4 mean in language tests?
CLB 4 is a basic level of English or French. It usually means:
- IELTS General Training: Listening 4.5, Reading 3.5, Writing 4.0, Speaking 4.0
4. Can I apply to PEI PNP if I live outside PEI?
This draw focused on people already living and working in PEI. If you’re outside the province, your chances are lower, but you can still create a profile if you have a PEI job offer.
