
Big news for physicians! Ontario has changed its immigration rules, making it easier for self-employed physicians to get permanent residency (PR) through the Ontario Immigrant Nominee Program (OINP).
Previously, many self-employed physicians couldn’t qualify because of strict requirements. Now, they can count their self-employment work experience and don’t always need a job offer to apply for PR.

2. Who is Eligible?
Self-employment work experience counts if you have worked under one of these National Occupational Classification (NOC) codes:

3. How to Qualify for Each Stream
(A) Express Entry: Human Capital Priorities & French-Speaking Skilled Worker
- Self-employed physicians can now use their work experience under NOC codes 31100, 31101, or 31102 to meet the work experience requirements.
(B) Employer Job Offer: Foreign Worker
Physicians no longer need a job offer. Instead, they must meet these conditions:
- Be registered with the College of Physicians and Surgeons of Ontario (CPSO).
- Hold one of these valid practice certificates:
- Independent Practice
- Academic Practice
- Postgraduate Education
- Be eligible to receive public healthcare payments in Ontario.
4. Federal Support for Self-Employed Physicians
The federal government also introduced a temporary policy to help physicians:
- Self-employed work experience now counts for the Canadian Experience Class (CEC) and Federal Skilled Worker Program (FSWP).
- Physicians no longer need a continuous job offer after receiving PR.
Note: This policy has no expiry date and will stay in effect until further notice.
5. Why These Changes?
Canada has a growing demand for healthcare professionals due to its aging population. To address this, Ontario and other provinces—like Saskatchewan and Manitoba—are introducing new programs to attract skilled immigrants in healthcare.
In 2023, special Express Entry draws for healthcare professionals were launched, making it easier for physicians to apply for PR.
6. What Are Enhanced PNP Programs?
Enhanced Provincial Nominee Programs (PNPs) are linked to Express Entry.
- If you get a provincial nomination from Ontario, you receive 600 extra points in your Express Entry profile.
- This almost guarantees you’ll get an Invitation to Apply (ITA) for permanent residency in the next draw.
